The Smart Cities Awards 2016 look at the extraordinary efforts that the cities, individuals and companies have put towards making cities more livable. The attempt is to pick innovative ideas that have improved the foundations of the city including leadership, physical infrastructure, access and mobility, environment, social infrastructure, education, institution, technology and citizen outreach, and overall viability.
Innovative Smart Sustainable Solution
Bhopal Smart City Development Corporation Limited was selected winner under this category for its “smart pole” project. The city is converting 20000 traditional street lights to LED based intelligent lights. These smart poles have Surveillance cameras inbuilt into them along with Wi-Fi hotspots, interactive digital signage for traffic. There are also environmental sensors which will provide details regarding the city pollution levels.
The city is setting up a state of the art control and command center for the O&M of services. The poles have a long term viability, as EV poles (Smart Lighting poles) are highly sustainable and serve as a long term solution further enabling users to access wireless services, helping stakeholders to generate revenues through advertising and enabling electric vehicles to be charged.
Innovative Smart Solution - Accessibility and Mobility
Karnataka State Transport Corporation was selected as the winner for Implementation of Intelligent Transport Systems in Mysore City. The project is a pioneering effort by KSRTC to accelerate modal shift from personal use of vehicles to public transport system and lowering pollution levels, by offering high-class services through state-of-the-art technologies. So far KSRTC has implemented Intelligent Transport System (ITS) project in Mysore covering 500 buses, 2400 bus stops, 6 bus terminals, 45 platforms.
KSRTC’s ITS project is a demonstrative project and the first of its kind in India for the complete implementation of the system for city operation bus services implemented under the Sustainable Urban Transport Programme with financial assistance from World Bank’s Global Environment Fund.The Intelligent Transport System Project implemented in Mysore addresses the critical issue of road congestion by offering state-of-art technologies and attractive, convenient, comfortable, value added services to encourage the usage of bus services against individual personal vehicles. Innovative Smart Solution Infrastructure
Pune Smart City was selected for this award for the water management project. Pune has sufficient water at aggregate level of 1,250 mn liters per day, or 219 lpcd per citizen. But inequality of water distribution among citizens is a challenge that Pune city grapples with. Around 85 percent of citizens get more than 150 litres per capita, per day whereas 14 percent of citizens get less than the stipulated amount on daily basis. This is driven by the lack of infrastructure (reservoirs, pipelines) in certain regions, about 30 to 35 percent non-revenue water (NRW) due to internal leakages and lack of water metering leading to excess consumption.
The project aims to ensure at least 150 lpcd of water to 100 percent of citizens is provided 24x7. This will be achieved through a series of infrastructure expansion and installation. Involving construction of 82 service reservoirs of capacity 287.73 ml, supply and installation of smart ultrasonic AMR consumer water meters to 3.15 lakhs consumers and upgrading to technology embedded transmission and distribution network. The project will reduce leakage from 30 to 15 percent, will increase reservoir storage capacity from 23 to 33 percent and will treat 100 percent of waste water and promote usage of recycled water by industries, railways and the construction.
Innovative Smart Solution Social
Infrastructure major Larsen & Toubro Limited was selected as the winner under this category for its CCTV Based Surveillance project for Mumbai City. Post the 26/11 terror attack the city of Mumbai faced a devastating terrorist attack, in a series of 12 different coordinated incidents over four days, leaving 164 dead and 308 wounded.
The crux of the L&T project is the installation of around 6000 cameras of various types in approximately 1500 locations in the city, to carry out day to day surveillance. The data collected by these cameras is stored at two Data Centers located at central locations in the city, each with its own set of applications, including Video Management, Dashboards, Intelligent Detection Units, Database Management Systems, and Enterprise Management Systems. The information is also collated at three Command & Control Centres, where real time usage of data is carried out by the Police Department. Various Police Stations within the project area have their own Viewing Centers, allowing for quick response to incidents & potential threats. The project also involves installing a Picture Intelligence Unit which will be used to assist the Police department in matching images and will have a complement of IT Forensic experts, Video analytic analysts and Facial recognition analysts.
The systems aims not only at conventional police setup, but also traffic management. Some of the Applications in use include Picture Intelligence Unit, Automatic Number Plate Recognition System, and Vehicle Tracking System. A help desk to provide technical and operational support 24x7 is also set up. It is imperative in providing maintenance to IT and other infrastructure, as well as mobilizing technical and operational manpower as required. The direct impact of the project is in improving the security scenario of over eighteen million people, living in the urban agglomeration of Mumbai. It also serves to monitor the region for disturbances to law and order, such as crowds, traffic incidents and incursions.
Innovative Smart Solution – Institutional
Surat won the award under this category for developing app called Citizen’s Connect - SMC Mobile App. The Mobile application is useful to 5 million citizens of Surat city, providing details regarding their property tax, user charges, water meter, registration of birth and death certificate and also help citizens to get information easily. Also it empowers the stakeholders residing outside Surat to access whole range of informative, interactive and transactional services. The state government has also taken a positive note of the Mobile App and had made it compulsory for other ULBs of the state to launch similar applications by Rajkot Municipal Corporation, Vadodara Municipal Corporation.
Innovative Smart Solution Knowledge & Intellectual
Municipal Corporation Tirupati emerged as the winner under this category for its e-Classrooms programme. The e-classroom programme serve as a meeting point for teachers, students and parents alike and keep everyone alongside each other of latest happenings in the real life classroom in the form of A/V Information, capturing classroom lectures for later access, tracing discussions on current issues & improving analytical skill activities. Municipal Corporation Tirupati (MCT) has developed e-classrooms with Bio-metric attendance in 3 municipal schools as a pilot study to involve students and teachers in the training activities, and thereby imparting them a life skill that they can use anywhere else. MCT manages 44 Municipal Schools in City.
Private Township
Under the private township Lodha group was selected as the winner for its Palava City Project. Palava has been carefully planned to incorporate the essential principles of eco-friendly livability. Aiming to encourage a car free environment and reduce pollution, the city has shuttle buses and car pool services for daily commute and dedicated bi-cycle tracks to ride through its neighbourhoods. Phase I is already home to over 21,000 trees and nearly 1 lakh trees will be planted in Phase II. The city practices rain water harvesting by maintaining the essential level of groundwater and ensuring water availability for its citizens. The city is guarded by a 24x7 Command Centre that ensures the safety and security of citizens at all time.
